Public Notice is hereby given to all qualified voters within the Bettendorf School District in the County of Scott, State of Iowa, that a Special Election has been scheduled, pursuant to State Law, on Tuesday, March 2, 2021, between the hours of 7 a.m. and 8 p.m., for the purpose of voting on “Proposition A” as shown in the sample ballot.

Bettendorf Revenue Purpose Statement; “If a majority of eligible electors voting on the question fail to approve the Revenue Purpose Statement, then upon expiration of the current Revenue Purpose Statement, revenues received by the School District from the Secure an Advanced Vision for Education fund shall be expended in the following order: The payment of bonds for which SAVE Revenues has been pledged;

Reduction of bond levies under Iowa Code Sections 298.18 and 298.18A and all other debt levies;

Reduction of the regular and voter-approved physical plant and equipment levy under Iowa Code Section 298.2;

Reduction of the public educational and recreational levy under Iowa Code Section 300.2;

For any authorized infrastructure purpose of the school district as defined in Iowa Code Section 423F.3(6); and

For the payment of principal and interest on bonds issued under Iowa Code Sections 423E.5 and 423F.4.”

Further, public notice is hereby given to qualified voters of Eastern Iowa Community College District (Merged Area IX) in the Counties of Cedar, Clinton, Dubuque, Jackson, Johnson, Louisa, Muscatine and Scott, that a Special Election has been scheduled and ordered held in and for said College District on March 2, 2021 for the purpose of voting on “Proposition SR” as shown in the sample ballot.

Pre-registered voters are required to provide an approved form of identification at the polling place before receiving and casting a regular ballot. Voters who are not pre-registered – such as voters registering to vote on Election Day – and voters changing precincts must also provide proof of residence. A voter who is unable to provide an approved form of identification (or prove residence if required) may 1) have the voter’s identity/residence attested to by another registered voter in the precinct, 2) prove identity and residence using Election Day Registration documents, or 3) cast a provisional ballot and provide proof of identity/residence at the county auditor’s office by [March 8th, Noon]. Election Day Registrant attesters must provide an approved form of identification. Attempting to Vote more than once is a crime: Iowa Code Section 39A.2(3) A person commits the crime of election misconduct in the FIRST DEGREE if the person willfully votes or attempts to vote more than once at the same election, or votes or attempts to vote at an election knowing oneself not to be qualified.

Voting in this election shall be on an optical scan and ballot marking system. A public test of the voting equipment will be conducted February 25, 2021, 8:30 a.m. at the Scott County warehouse 4715 Tremont Ave, Davenport. Please contact the Auditor’s Office for more information (563) 326-8631.

VOTING CENTERS FOR BETTENDORF SCHOOL DISTRICT SPECIAL ELECTION

For the Bettendorf School District and Eastern Iowa Community College District (In the Bettendorf School District), a Special Election to be held on March 2, 2021, voting centers will be used. Precinct poll sites will not be open. Voters may choose to vote at one of the two voting centers listed below:

  • VC1-BD Waterfront Convention Center, 2021 State St, Bettendorf
  • VC2-BD St. John Vianney Church, 4097 18th St, Bettendorf

Absentee/Special Precinct polling place shall be the Scott County Auditor's Office, 5th Floor, Scott County Administrative Center (Formerly Bicentennial Building), 600 W. 4th St., Davenport, Iowa. Any voter who is physically unable to enter a polling place has the right to vote in the voter’s vehicle.
